Net Metering in Gujarat: How It Works with Torrent & GEB

7 min read6 May 2026· SilInfra Solar

Net metering is the quiet mechanism that makes rooftop solar in Gujarat so economical. It's the reason a well-sized home or factory system can push electricity bills close to zero — not by storing power in expensive batteries, but by letting the grid itself act as a free bank for your surplus units. Here's exactly how it works with Gujarat's DISCOMs — Torrent Power and GUVNL/GEB (the Urban and Rural distribution arms) — in plain language, including sizing limits, the application steps and worked billing examples.

What net metering actually is

A solar system generates the most around midday — frequently more than a home or business is consuming at that moment. Net metering exports that surplus to the grid and credits it against the units you draw later, especially in the evening and at night when the panels aren't producing.

A single bidirectional meter records electricity flowing in both directions: power imported from the grid and power exported to it. At the end of the billing cycle, you're charged only on the net difference between the two. In effect, the grid becomes a battery with no upfront cost: you bank units by day and draw them back when you need them.

How net metering works in Gujarat

Both Torrent Power and GUVNL/GEB operate net-metering frameworks for grid-connected rooftop solar under the Gujarat Electricity Regulatory Commission (GERC) regulations. The core mechanics are consistent:

  • The system must be grid-connected (not off-grid) and synchronised through a compliant inverter.
  • A bidirectional meter replaces your existing meter.
  • Exported surplus is credited against imported units within the billing period.
  • Any net surplus carried beyond the settlement period is typically settled at a rate set by the regulator — usually lower than the retail tariff, which is why the goal is to consume your generation, not to over-export it.

Because the precise carry-forward rules, settlement rates and any limits are set by GERC and the DISCOM and revised from time to time, confirm the current terms against the latest GERC order and your Torrent/GEB notification before finalising a system.

Net metering vs gross metering

It's worth knowing the difference. Under net metering, you consume your own solar first and only the surplus is exported — ideal for self-consumption and the standard for rooftop. Under gross metering, all generation is exported at a fixed feed-in tariff and you buy everything you use separately. For most homes and businesses in Gujarat, net metering delivers better economics because you offset your own retail-priced consumption.

System size vs your sanctioned load

This is where most sizing mistakes happen. DISCOMs cap the net-metering system capacity in relation to your sanctioned load (or contract demand) and your available roof area. The system is generally not allowed to be arbitrarily larger than your sanctioned load permits.

The practical implications:

  • Oversizing wastes money on panels whose surplus you can't fully bank — excess export is settled at the lower regulated rate, not your retail tariff.
  • Undersizing leaves savings on the table and keeps you buying more grid power than necessary.
  • If you want a system bigger than your sanctioned load allows, you may need to apply to enhance your sanctioned load first.

Right-sizing is an engineering decision based on your consumption pattern, roof, sanctioned load and the current DISCOM cap. Our savings calculator gives a quick first estimate, and a site survey confirms the optimal size. For a wider view of the Gujarat rooftop landscape, see our rooftop solar in Gujarat guide.

The application process (we handle it end to end)

Net metering involves a defined DISCOM workflow. As your Solar EPC partner, SilInfra manages every step so you don't have to:

  1. Application & registration — submit the net-metering application to Torrent or GEB with the required documents (identity, ownership/occupancy proof, electricity bill, sanctioned-load details).
  2. Technical feasibility approval — the DISCOM checks that your distribution transformer and connection can accommodate the proposed solar capacity.
  3. Installation — we install the ALMM-listed modules, inverter, mounting and protection equipment to standard.
  4. Net-meter installation — the DISCOM (or its approved agency) installs the bidirectional meter.
  5. Inspection & commissioning — a final inspection and grid-synchronisation approval brings the system live.

Timelines vary with DISCOM workload and document readiness, but a clean, complete application moves fastest — which is exactly why having an experienced EPC handle the paperwork matters. A worked billing example

Take a Surat home with a 3 kW rooftop system. In Gujarat, generation averages around 120 units per kW per month, so the system produces roughly 360 units a month.

Item Units
Solar generated this month 360
Self-consumed during the day 220
Exported to grid (surplus) 140
Imported from grid (evenings/night) 180
Net billed import (180 − 140) 40

Instead of being billed on the full 180 units imported, the household is billed on just 40 net units — the export credit of 140 units cancels most of the import. Pair that with a sensibly sized system and your monthly bill can fall close to zero in good-generation months. The exact rupee saving depends on your tariff slab and the prevailing settlement rate, but the principle holds: every unit you export offsets a unit you'd otherwise buy.

Stacking net metering with subsidy

For homes, the economics get even better because net metering stacks with the PM Surya Ghar subsidy — currently around ₹30,000 for 1 kW, ₹60,000 for 2 kW and ₹78,000 for 3 kW and above (confirm current amounts on the national portal). The subsidy cuts your upfront cost while net metering slashes your ongoing bill, which is what pushes residential payback down to roughly 3–4 years.

A couple of important rules to keep in mind: subsidised residential systems must use DCR (Domestic Content Requirement) modules — see our explainer on DCR vs non-DCR panels — and the subsidy is claimed through the official PM Surya Ghar process alongside the DISCOM net-metering application.

FAQ

What is a bidirectional meter and who installs it?

It's a single meter that records both the power you import from the grid and the surplus you export. In Gujarat, the DISCOM (Torrent or GEB) or its approved agency installs it as part of the net-metering connection, replacing your existing meter.

Can my solar system be bigger than my sanctioned load?

Generally there's a cap tied to your sanctioned load and roof. If you want more capacity, you may first need to apply to enhance your sanctioned load. We assess this during the site survey so your system is sized correctly from the start.

What happens to surplus units I don't use?

Within the billing cycle, exports are credited against imports. Any net surplus carried beyond the settlement period is typically settled at a regulator-set rate, which is usually lower than the retail tariff — so the aim is to size for self-consumption rather than over-export.

Is net metering different for Torrent vs GEB?

The underlying GERC framework is the same, but the application portals, forms and process details differ between Torrent Power and GUVNL/GEB. We handle whichever DISCOM serves your address.

Will the rules change?

Net-metering caps, settlement rates and carry-forward rules are set by GERC and the DISCOMs and are revised periodically. Always confirm the current position against the latest GERC order and DISCOM notification before committing.

Get your system sized for the best outcome

Net metering rewards a system that's sized to your actual consumption and sanctioned load — not the biggest array that fits on your roof. SilInfra handles the full Torrent/GEB net-metering process end to end, from application to commissioning, and sizes your system to maximise self-consumption and credit.
